Job Title: Housing Manager

Department: Housing

Position Summary: The Housing Manager supports the Executive Director of Housing by overseeing daily operations, ensuring compliance with Tribal housing policies and codes, and maintaining effective property-management practices. This position helps develop and implement housing development and rehabilitation plans that expand and improve the Tribe’s available housing stock. The Housing Manager coaches and mentors’ staff, manages departmental budgets, and assists in creating and implementing policies and Standard Operating Procedures (SOPs). The role works closely with Tribal departments, federal agencies such as HUD and BIA, and private partners including lenders, contractors, and design firms. The Housing Manager also oversees intake processes, program documentation, and internal workflows to ensure high-quality service delivery

Minimum Qualifications:

  • Bachelor’s degree in accounting, business, finance, law, planning, social services, organizational management, or related field

  • Equivalent professional experience may be substituted for formal education

  • Five years of experience working in the housing industry

  • Knowledge of the Washington State Residential Landlord-Tenant Act

  • Five years of experience building and maintaining professional networks

  • Five years of property-management experience, including tenant relations and rent administration. 

  • Five years of experience working on budgets, financial tracking and program accounting

  • Three years of supervisory experience, including coaching, mentoring or managing staff

Required Knowledge, Skills, and Abilities:

  • Knowledge of Section 184 loans, NAHASDA, USDA housing programs, and
  • Tribal/federal/private housing resources
  • Some knowledge of residential construction or rehabilitation processes
  • Strong understanding of internal operations including budgeting, compliance, and program documentation
  • Experience supporting staff development and departmental growth
  • Ability to manage Tribal housing resources such as down-payment assistance and rehabilitation programs
  • Knowledge of Kanso or other rental-management software systems
  • Ability to read, interpret, and maintain rental ledgers accurately
  • Knowledge of managing non-NAHASDA rental units and ensuring compliance with applicable policies
  • Ability to ensure rental homes are properly maintained, inspected, and cared for
